A single article or set above ¥200,000 is harsher: no allowance applies to it. The authority's example is exact—a bag worth ¥250,000 is dutiable on the entire ¥250,000.
That prevents the common calculation of ¥250,000 minus ¥200,000 equals ¥50,000 taxable. It also prevents splitting one suitcase into shell, wheels and accessories or dividing it between travellers. In contrast, an individual item with overseas market value under ¥10,000 can be duty-free and excluded from the ¥200,000 tally under the stated definition. Keep small receipts so the officer can see which purchases genuinely fit that treatment.
